在黃淮學(xué)院培養(yǎng)方案中公共管理專業(yè)英語是公共管理類大三學(xué)生的專業(yè)限選課,36個(gè)學(xué)時(shí),考核方式為考查,從課程性質(zhì)來看學(xué)校對(duì)公共管理類學(xué)生專業(yè)英語能力的培養(yǎng)給予了一定的重視,但是由于學(xué)校對(duì)專業(yè)英語仍然存在一定的認(rèn)知誤區(qū),導(dǎo)致教師對(duì)教學(xué)目標(biāo)設(shè)置不能準(zhǔn)確定位,這也是制約當(dāng)前高校公共管理專業(yè)英語教學(xué)水平提升的根本因素。公共管理專業(yè)英語的教學(xué)目標(biāo)應(yīng)該是培養(yǎng)和提高學(xué)生運(yùn)用英語進(jìn)行專業(yè)學(xué)術(shù)研究和交流的能力,不僅僅只是學(xué)生專業(yè)理論水平的提高,更強(qiáng)調(diào)學(xué)生運(yùn)用英語進(jìn)行學(xué)術(shù)交流溝通能力的提升,因此在教學(xué)中應(yīng)當(dāng)重點(diǎn)突出“專業(yè)性、應(yīng)用性、交際性”。然而由于普通英語與大學(xué)英語四六級(jí)考試及考研英語掛鉤,因此在高校普遍存在著僅僅將專業(yè)英語作為普通大學(xué)英語延伸的錯(cuò)誤認(rèn)知,很多教師對(duì)專業(yè)英語的教學(xué)目標(biāo)不能準(zhǔn)確的定位,在教學(xué)過程中過于強(qiáng)調(diào)英語教學(xué),如側(cè)重對(duì)單詞詞組、語法、文章翻譯及結(jié)構(gòu)的講解,而忽略對(duì)專業(yè)知識(shí)理論的講解與分析,因而不能切實(shí)提高學(xué)生運(yùn)用英語獲取公共管理國(guó)際前沿學(xué)術(shù)動(dòng)態(tài)與成果的能力。對(duì)學(xué)生而言,由于學(xué)校及教師對(duì)專業(yè)英語存在認(rèn)知偏差,因此在缺乏正確認(rèn)知引導(dǎo)的情況下學(xué)生對(duì)專業(yè)英語的性質(zhì)及重要性也往往認(rèn)識(shí)不到位。一方面很多學(xué)生認(rèn)為專業(yè)英語和普通大學(xué)英語是同質(zhì)的,目的只是為了進(jìn)一步提高英語水平,并沒有認(rèn)識(shí)到學(xué)習(xí)專業(yè)英語的特殊目的。另一方面很多學(xué)生認(rèn)為畢業(yè)后用到公共管理專業(yè)英語的機(jī)會(huì)很少,學(xué)習(xí)公共管理專業(yè)英語不如學(xué)習(xí)考研英語或四六級(jí)英語更有意義和價(jià)值,再加上是考查課,因此并不認(rèn)可公共管理專業(yè)英語的價(jià)值,也普遍忽視對(duì)公共管理專業(yè)英語的學(xué)習(xí),這也給公共管理專業(yè)英語教學(xué)的有效開展帶來了巨大的阻礙。
2.師資力量薄弱
在高校公共管理專業(yè)英語的教學(xué)實(shí)踐中,往往由專業(yè)教師或普通英語教師承擔(dān)專業(yè)英語的教學(xué)任務(wù)。由專業(yè)教師承擔(dān)公共管理專業(yè)英語的教學(xué)任務(wù)時(shí),專業(yè)教師由于不具有英語教育的背景,在教學(xué)中往往存在英語語言的障礙,突出表現(xiàn)在運(yùn)用英語表達(dá)及組織課堂教學(xué)能力的不足,因此由于教師在教學(xué)實(shí)踐中不能為專業(yè)英語的教學(xué)營(yíng)造良好的英語學(xué)習(xí)語境,使得教學(xué)效果大打折扣。若由普通英語教師承擔(dān)專業(yè)英語的教學(xué)任務(wù)時(shí),又會(huì)由于專業(yè)知識(shí)的欠缺而忽視對(duì)于專業(yè)知識(shí)的傳授,側(cè)重于普通英語教學(xué),使培養(yǎng)和提高學(xué)生運(yùn)用英語能力進(jìn)行專業(yè)學(xué)術(shù)研究和交流能力的教學(xué)目標(biāo)不能順利實(shí)現(xiàn)。因此,不論是專業(yè)課教師還是普通英語教師在公共管理專業(yè)英語教學(xué)的過程中都存在一定的局限性,無疑專業(yè)英語師資力量的薄弱嚴(yán)重阻礙了專業(yè)英語教學(xué)效果的提高,導(dǎo)致不能很好地達(dá)到預(yù)期的教學(xué)目標(biāo)。
3.教學(xué)內(nèi)容相對(duì)落后
在教學(xué)實(shí)踐中,由于多數(shù)專業(yè)英語教師還不具備根據(jù)學(xué)生學(xué)情及教學(xué)實(shí)踐積累而自主編寫專業(yè)英語教材的能力和條件,因此大多數(shù)教師選擇的仍是已經(jīng)公開出版的相對(duì)成熟的專業(yè)英語教材,無疑這些教材將給公共管理專業(yè)英語教學(xué)的順利開展奠定基礎(chǔ),但是教師教學(xué)中存在的完全依賴教材的做法容易導(dǎo)致教學(xué)內(nèi)容出現(xiàn)相對(duì)滯后且缺乏針對(duì)性的問題。目前已經(jīng)出版的關(guān)于公共管理專業(yè)英語的教材僅有4本,分別由李柱國(guó)[2]、顧建光[3]和李丹[3]三位教授編寫出版。教材以英文文獻(xiàn)的形式闡述和介紹公共管理專業(yè)英語學(xué)習(xí)的有關(guān)知識(shí),內(nèi)容主要選自國(guó)外公共管理相關(guān)的經(jīng)典教科書、知名學(xué)者論著等。但是截至目前最新的教材出版于2013年,教材內(nèi)容難免滯后于當(dāng)前公共管理理論與實(shí)踐的發(fā)展。再加上教師自身教學(xué)及能力的局限性,如果在組織教學(xué)中授課內(nèi)容不能結(jié)合學(xué)生學(xué)情和需求及時(shí)補(bǔ)充有關(guān)公共管理最新學(xué)術(shù)動(dòng)態(tài)與成果,或者公共管理最新熱點(diǎn)問題的相關(guān)專業(yè)知識(shí),不僅無法調(diào)動(dòng)學(xué)生生學(xué)習(xí)的積極性,更不能實(shí)現(xiàn)通過專業(yè)英語學(xué)習(xí)提高學(xué)生專業(yè)水平的教學(xué)目標(biāo)。
4.教學(xué)方法與手段僵化
公共管理專業(yè)英語需要學(xué)生具有一定的專業(yè)理論基礎(chǔ),在此基礎(chǔ)之上提高學(xué)生運(yùn)用英語來進(jìn)行學(xué)術(shù)研討和交流的能力,這既是對(duì)以往所學(xué)專業(yè)知識(shí)的鞏固深化,更是對(duì)學(xué)生專業(yè)科研能力的培養(yǎng),因此該課程往往在公共管理類高年級(jí)學(xué)生中開設(shè),黃淮學(xué)院統(tǒng)一安排在第6學(xué)期。由于公共管理專業(yè)英語大量專業(yè)術(shù)語及科技論文晦澀文體的存在使得學(xué)生學(xué)習(xí)難度大大提高,且大三的學(xué)生面臨考研及就業(yè)的壓力,對(duì)待公共管理專業(yè)英語這樣的考查課往往學(xué)習(xí)態(tài)度浮躁,缺乏學(xué)習(xí)興趣和動(dòng)力,這也對(duì)教師的教學(xué)方法和手段提出了更高的要求。然而由于對(duì)專業(yè)英語的教學(xué)存在認(rèn)知偏差再加上教師自身能力的局限性,很多教師在教學(xué)實(shí)踐中容易出現(xiàn)教學(xué)方法與手段落后僵化的問題。如有些教師在授課中以傳統(tǒng)課堂講授法為主,忽略專業(yè)英語的“專業(yè)性”而側(cè)重于對(duì)單詞詞組的掌握、文章結(jié)構(gòu)的分析、英文語法的解析及文獻(xiàn)的翻譯,“滿堂灌”的教學(xué)方式使得學(xué)生失去學(xué)習(xí)的主動(dòng)性和興趣;在一些課堂練習(xí)中也僅僅注重答案的對(duì)錯(cuò),并不深入討論分析學(xué)術(shù)觀點(diǎn),使得專業(yè)英語教學(xué)與普通英語教學(xué)并無二致。還有的教師在教學(xué)手段的運(yùn)用上也僅僅局限于課件、黑板這樣的傳統(tǒng)教學(xué)工具,使得課堂學(xué)習(xí)氛圍沉悶而枯燥,導(dǎo)致教學(xué)效果不佳。
5.課程考核方式單一
課程考核既是對(duì)學(xué)生學(xué)習(xí)成果的考量也是對(duì)學(xué)生學(xué)習(xí)過程的激勵(lì)。課程考核方式應(yīng)當(dāng)是結(jié)合課程特點(diǎn),圍繞課堂教學(xué),針對(duì)學(xué)生學(xué)情而設(shè)計(jì)。而在教學(xué)實(shí)踐中很多教師不太重視對(duì)公共管理專業(yè)英語考核方式的設(shè)計(jì),在綜合成績(jī)中側(cè)重于結(jié)果考核而忽略過程考核,側(cè)重于對(duì)專業(yè)英語詞匯、閱讀與翻譯的考查而忽視對(duì)專業(yè)英語聽說能力的考查等,例如只采取從外文文獻(xiàn)和英文書刊中摘取相應(yīng)段落讓學(xué)生做英漢互譯的考試方式,這種僅靠一張?jiān)嚲砭驮u(píng)定學(xué)生學(xué)習(xí)能力的方式不僅沒有對(duì)學(xué)生聽、說、讀、寫能力的考察,更無法體現(xiàn)學(xué)生對(duì)公共管理專業(yè)英語的綜合學(xué)習(xí)效果[4]。這樣的考核方式使得在課堂中不能形成很好的激勵(lì)機(jī)制來激發(fā)學(xué)生學(xué)習(xí)的積極性,預(yù)期教學(xué)目標(biāo)的達(dá)成也無從談起。
三、提升公共管理專業(yè)英語教學(xué)質(zhì)量的路徑探索
1.樹立正確的教學(xué)觀
對(duì)公共管理專業(yè)英語教學(xué)存在的認(rèn)知偏差是制約當(dāng)前高校公共管理專業(yè)英語教學(xué)水平提升的根本因素。只有糾正公共管理專業(yè)英語教學(xué)的認(rèn)知偏差,樹立正確的教學(xué)觀念與目標(biāo),才能從根本上提高公共管理專業(yè)英語的教學(xué)質(zhì)量。公共管理專業(yè)英語是一門綜合交叉性較強(qiáng)、語言應(yīng)用與公共管理專業(yè)知識(shí)緊密結(jié)合的課程。它既涉及英語科技文體的一般特征和公共管理專業(yè)文獻(xiàn)的語言特點(diǎn),又涉及一定的專業(yè)內(nèi)容及信息交流,因此在教學(xué)中應(yīng)當(dāng)秉承“用英語深化專業(yè)知識(shí)”和“通過專業(yè)學(xué)英語”二者有機(jī)結(jié)合的教學(xué)理念,以培養(yǎng)和提高學(xué)生運(yùn)用英語進(jìn)行公共管理專業(yè)學(xué)術(shù)研究和交流的能力為教學(xué)目標(biāo),重點(diǎn)突出公共管理專業(yè)英語的“專業(yè)性、應(yīng)用性、交際性”。同時(shí),教學(xué)實(shí)踐中也要引導(dǎo)學(xué)生正確認(rèn)識(shí)學(xué)習(xí)公共管理專業(yè)英語的目的與價(jià)值,認(rèn)識(shí)到公共管理專業(yè)英語的交際性和應(yīng)用性。
2.加強(qiáng)師資隊(duì)伍建設(shè)
雄厚的師資隊(duì)伍是教學(xué)質(zhì)量的有效保障,因此學(xué)校應(yīng)為專業(yè)英語師資隊(duì)伍的建設(shè)創(chuàng)建有利條件。對(duì)專業(yè)教師面臨的英語語言教學(xué)障礙,應(yīng)當(dāng)組織開展WSK-PETS5之類的英語短期培訓(xùn),尤其是加強(qiáng)一些常用的課堂教學(xué)語言培訓(xùn),提升專任教師雙語教學(xué)水平。設(shè)立專項(xiàng)培訓(xùn)或進(jìn)修資金,鼓勵(lì)教師與國(guó)內(nèi)外高校就公共管理專業(yè)英語的教學(xué)進(jìn)行直接交流,及時(shí)獲取國(guó)際公共管理學(xué)術(shù)前沿成果。對(duì)于普通英語教師,應(yīng)當(dāng)加強(qiáng)公共管理專業(yè)知識(shí)的系統(tǒng)培訓(xùn),培訓(xùn)內(nèi)容應(yīng)當(dāng)包括公共管理學(xué)、公共政策學(xué)、公共經(jīng)濟(jì)學(xué)等方面的專業(yè)基礎(chǔ)知識(shí)。同時(shí),普通英語教師和公共管理專業(yè)教師可以采取合作模式,共同承擔(dān)專業(yè)英語教學(xué)任務(wù),相互交流學(xué)習(xí),以期彌補(bǔ)普通英語教師缺乏公共管理專業(yè)基礎(chǔ)知識(shí)的缺陷,課堂中使其能夠?qū)I(yè)英語課程進(jìn)行深入細(xì)致的分析與講解,充分調(diào)動(dòng)學(xué)生學(xué)習(xí)專業(yè)英語的主動(dòng)性和積極性。
3.優(yōu)化配置教學(xué)內(nèi)容
課堂上的教學(xué)內(nèi)容和活動(dòng)的選擇對(duì)于學(xué)習(xí)氛圍是很重要的。若能成功地營(yíng)造良好的學(xué)習(xí)氛圍,便可大大提升學(xué)習(xí)動(dòng)機(jī)及成效。因此,公共管理專業(yè)英語的教學(xué)內(nèi)容既不應(yīng)當(dāng)局限于教材,也不應(yīng)隨意選取英文文獻(xiàn)組成課程內(nèi)容,更不能將公共管理專業(yè)英語變成以翻譯閱讀為重心的課堂。公共管理專業(yè)英語的教學(xué)內(nèi)容應(yīng)實(shí)現(xiàn)相應(yīng)的教學(xué)目標(biāo):在理論層面上,針對(duì)學(xué)生學(xué)情精心組織教學(xué)內(nèi)容,教師應(yīng)及時(shí)補(bǔ)充公共管理專業(yè)的最新學(xué)術(shù)動(dòng)態(tài),并結(jié)合學(xué)生需求選取公共管理的核心議題展開專題式的學(xué)習(xí),圍繞專題、主題,結(jié)合聽、說、讀、寫、譯在內(nèi)的各項(xiàng)語言技能,開展綜合訓(xùn)練,逐步培養(yǎng)學(xué)生的語言運(yùn)用能力。在實(shí)踐能力方面,針對(duì)學(xué)生的實(shí)際需求增加英文科技論文文體寫作、英文演說、一般性會(huì)談交流、求職簡(jiǎn)介等教學(xué)內(nèi)容,能很好地調(diào)動(dòng)學(xué)生學(xué)習(xí)的積極性,切實(shí)提高學(xué)生公共管理專業(yè)英語的應(yīng)用技能。有條件的教師宜根據(jù)本校學(xué)生學(xué)情編寫教材,便于教學(xué)目標(biāo)的順利達(dá)成。
4.改革傳統(tǒng)教學(xué)方法
公共管理專業(yè)英語課的重要性在于,它是公共英語向應(yīng)用英語的過渡,由語言學(xué)習(xí)發(fā)展為信息交流,更注重語言的專業(yè)性、應(yīng)用型和交際性。傳統(tǒng)的以講授為主的“滿堂灌”教學(xué)方法必然導(dǎo)致學(xué)習(xí)內(nèi)容枯燥、沉悶,且實(shí)踐應(yīng)用性不強(qiáng)。因此,公共管理專業(yè)應(yīng)當(dāng)采用靈活多樣的教學(xué)方法調(diào)動(dòng)學(xué)生學(xué)習(xí)的積極性,實(shí)施“以學(xué)生為主,以教師為輔”的教學(xué)模式。在理論教學(xué)中通過文章背景介紹、快速閱讀、深度閱讀、翻譯精選、課后練習(xí)等環(huán)節(jié)的設(shè)計(jì)提高學(xué)生讀寫譯的能力。通過TED等優(yōu)秀英語視頻觀賞、案例分析、課堂討論、情景模擬、英文演說、自我介紹、電影配音等實(shí)訓(xùn)課程的設(shè)計(jì),為學(xué)生營(yíng)造良好的語言學(xué)習(xí)氛圍,促使學(xué)生在學(xué)中做、在做中學(xué),既提高了課程學(xué)習(xí)的趣味性及有效性,也提高了學(xué)生的聽說能力。
5.科學(xué)設(shè)計(jì)考評(píng)制度
好的考評(píng)制度應(yīng)當(dāng)能夠通過建立有效的激勵(lì)機(jī)制來激發(fā)學(xué)生學(xué)習(xí)的積極性,從而形成“以學(xué)生為主,以教師為輔”的教學(xué)模式,以大大提高公共管理專業(yè)英語的教學(xué)效果。公共管理專業(yè)英語的考評(píng)制度應(yīng)當(dāng)圍繞教學(xué)目標(biāo)來設(shè)計(jì),重點(diǎn)突出公共管理專業(yè)英語的“專業(yè)性、應(yīng)用型、交際性”。在建構(gòu)評(píng)價(jià)體系時(shí),教師應(yīng)把握以下原則:過程考核與結(jié)果考核相結(jié)合,進(jìn)行多維度考評(píng)。如可將實(shí)訓(xùn)成績(jī)、作業(yè)、英文演說等模塊作為過程考核內(nèi)容,既激發(fā)學(xué)生學(xué)習(xí)的積極性,又能對(duì)學(xué)生能力進(jìn)行多維度考查。平時(shí)成績(jī)量化考評(píng),懲罰性激勵(lì)與獎(jiǎng)賞性激勵(lì)相結(jié)合。如考勤表現(xiàn)實(shí)行懲罰性激勵(lì),對(duì)曠課、遲到的學(xué)生進(jìn)行扣分,對(duì)于積極參與課堂討論的同學(xué)根據(jù)發(fā)言表現(xiàn)及時(shí)予以適當(dāng)加分,最終考勤和課堂表現(xiàn)累積形成平時(shí)成績(jī),既可以有效激發(fā)學(xué)生的課堂參與度,又能促使學(xué)生課下學(xué)習(xí)。
